Methodology & sources

This calculator covers 40 iGaming licensing jurisdictions, including the major Western regulators (UKGC, MGA, Isle of Man, Gibraltar, Alderney), all EU-regulated markets (Sweden, Denmark, Netherlands, Italy, Spain, France, Germany, Greece, Portugal, Romania, Estonia, Lithuania, Bulgaria, Belgium, Czech Republic, Latvia, Cyprus, Hungary), established offshore (Curaçao post-LOK, Kahnawake, Antigua, Costa Rica), emerging offshore (Anjouan, Tobique, Mauritius), Latin America (Colombia, Brazil, Peru, Mexico, Argentina/Buenos Aires), and other regulated markets (Switzerland, Ontario, Australia NT, Philippines PIGO, South Africa).

Each licence record stores six cost fields plus capital lock-up: application fee, legal/setup cost, annual licence fee, variable annual fee (a function of GGR for regulators that band by revenue), gaming tax rate (multiplied by your GGR input), compliance staffing benchmark (MLRO + Compliance Officer + AML staff in the relevant jurisdiction), and audit/testing benchmark (eCOGRA, GLI, BMM, plus financial audit).

Compliance staffing is benchmarked from public salary surveys (Robert Half, Hays, iGaming-specific guides). Roughly: Malta MLRO €55-65k + Chief Compliance Officer €70-90k = €125-155k base, plus 1-2 AML analysts at €40-50k each, plus 25-30% employer overhead, lands the "Malta-tier" figure around €180k. UK and Gibraltar are 20-40% higher (London cost-of-living premium). Curaçao and other remote-acceptable jurisdictions land 30-50% lower because the senior roles can be hired remotely from Eastern Europe or LATAM.

Audit costs are estimates: GLI/eCOGRA/BMM quote per project rather than publishing rate cards, but operator filings suggest €25-50k/year for an established mid-size operator covers ongoing platform attestation, periodic RNG re-certification, and the annual financial audit. New game submissions add €5-15k each.

What this calculator deliberately doesn't model: marketing budget, payment-processing MDR (typically 4-6% of volume on high-risk merchant accounts), responsible-gambling levies that vary by month, KYC/EDD costs that vary per customer, licence-variation fees (adding new product types), and the operational cost ofnot being banked (frozen accounts, app-store rejections). Confidence ratings. Every licence row carries a confidence flag shown in the right-hand column. High means the figure is taken directly from the regulator's own published page or fee schedule. Medium means a single strong industry source or a recent regulatory change still in transition (Gibraltar 2026 reform, Italy concession round, Bulgaria 25% GGR from Jan 2026). Low means the public data is thin and the figure should be verified directly with the regulator before any commitment. Click any row to see the cited sources for that licence.

Currency. The calculator stores everything in EUR internally and converts to your selected display currency using static mid-market rates as of May 2026 (USD 0.92, GBP 1.18). Local-currency caps and floors (e.g. UKGC GBP-banded fees, IoM duty tiers, Bulgaria BGN amounts) are computed in the original currency first and converted afterwards.

Frequently asked questions

What does the "TCO" cover for each iGaming licence?
Total Cost of Ownership over your chosen horizon (default 5 years) includes: one-time application fee + legal/setup costs (year 1 only), recurring annual licence fee, variable fees tied to revenue (e.g. MGA compliance contribution, Italy 3% net revenue, Romania 30% GGR floor), gaming tax (GGR × tax rate), compliance staffing benchmark (MLRO + AML), and audit/testing costs. Capital lock-up is shown separately because it is not an operating expense — it is ringfenced cash you reclaim when you wind down.
Why does the same licence cost different amounts at different GGR levels?
Many regulators tier their fees. UKGC bands application + annual fees by GGY. MGA charges a 5% compliance contribution on GGR (capped €15k floor / €375k ceiling on Type 1). Italy adds 3% net revenue, plus 25.5% GGR tax. The slider on this calculator shows you how the same licence behaves at €500k vs €5M vs €50M GGR — the answer is rarely linear.
How accurate is the data?
Each row has a confidence rating: high (verified against the regulator's own page), medium (recent change, single strong source), or low (estimated from limited public data). Sources are linked under each licence. Where regulations changed in 2026 (Curaçao LOK, Italy concessions, Bulgaria 25% GGR, Mexico 50% IEPS), we show the post-change figure. Why is Italy showing €7M+ for year 1?
The 2025 ADM concession round set a €7,000,000 fee per licence (€4M upfront, €3M at launch) for a 9-year term with only 52 slots awarded to 46 operators. It's the largest single market reset in European iGaming this decade. The calculator amortises this across the term in the breakdown view.
What's missing from the calculator?
Soft costs that vary too much per operator to model: marketing/affiliate budget, payment processing fees (MDR), responsible-gambling levies that vary by month, licence variation fees (e.g. adding a new product line). Should I pick the cheapest licence?
No. Curaçao at ~€100k/year all-in looks attractive against UKGC at ~€700k+, but Curaçao operators face well-known banking restrictions, app-store rejections, and geo-blocking exclusions that make their effective TCO higher. UKGC opens doors that no offshore licence does. The right answer depends on which markets you target, your banking partners, and your risk appetite — exactly the conversation our pre-approval flow surfaces.
